Who is "All" Israel in the New Covenant?

Rom 4:16 Therefore it is of faith, that it might be by grace; to the end the promise might be sure to all the seed; not to that only which is of the law, but to that also which is of the faith of Abraham; who is the father of us all,

"not to that only which is of the law" Who is this talking about? Paul spoke these words some time after Jesus ascended. If Jesus put an end to law, FOR ALL, who is Paul describing as being of the law?

Liberty from the bonds of law comes only through Jesus Christ. Believers have had the law set aside. Those who have not accessed this liberty remain under law. Law hasn't ended yet, except for the believer. Israel remains under law.

The Levitical priresthood is still a demand of law, for some. The order of Melchizedek was created for those outside the law. It isn't one or the other exists. They co-exist.
