Who is "All" Israel in the New Covenant?

Rom 9:1 I say the truth in Christ, I lie not, my conscience also bearing me witness in the Holy Spirit,
Rom 9:2 That I have great heaviness and continual sorrow in my heart.
Rom 9:3 For I could wish that I myself were accursed from Christ for my brethren, my kinsmen according to the flesh:
Rom 9:4 Who are Israelites; to whom pertains the adoption, and the glory, and the covenants, and the giving of the law, and the service of God, and the promises;
Rom 9:5 Whose are the fathers, and of whom as concerning the flesh Christ came, who is over all, God blessed forever. Amen.
Rom 9:6 Not as though the word of God has taken no effect. For they are not all Israel, who are of Israel:
Rom 9:7 Neither, because they are the descendants of Abraham, are they all children: but, In Isaac shall your descendants be called.
Rom 9:8 That is, They who are the children of the flesh, these are not the children of God: but the children of the promise are counted for the descendants.

There we see that Paul himself says that not all Israel are Israel.


Rom 9:24 Even us, whom he has called, not of the Jews only, but also of the Gentiles?
Rom 9:25 As he says also in Hosea, I will call them my people, who were not my people; and her beloved, who was not beloved.
Rom 9:26 And it shall come to pass, that in the place where it was said unto them, You are not my people; there shall they be called the children of the living God.
Rom 9:27 Isaiah also cries concerning Israel, Though the number of the children of Israel be as the sand of the sea, a remnant shall be saved:
Rom 9:28 For he will finish the work, and cut it short in righteousness: because a short work will the Lord make upon the earth.
Rom 9:29 And as Isaiah said before, Except the Lord of hosts had left us a descendant, we had been as Sodom, and been made like unto Gomorrah.


There we see Paul refers to Isaiah where it is saying that despite Israel being so numerous only a remnant will be saved.A remnant is never the whole nation thus I dont see how we can reconcile remnant with all of natural Israel.

Rom 11:26 And so all Israel shall be saved: as it is written, There shall come out of Zion the Deliverer, and shall turn away ungodliness from Jacob:
Rom 11:27 For this is my covenant unto them, when I shall take away their sins.


How can Morris say that the deliverer will come some time in the future when he already did. He came to deliver from sin which was separating the people from God.


Isa 59:1 Behold, the LORD'S hand is not shortened, that it cannot save; neither his ear dull, that it cannot hear:
Isa 59:2 But your iniquities have separated between you and your God, and your sins have hid his face from you, that he will not hear.

Isa 59:12 For our transgressions are multiplied before you, and our sins testify against us: for our transgressions are with us; and as for our iniquities, we know them;
Isa 59:13 In transgressing and lying against the LORD, and departing away from our God, speaking oppression and revolt, conceiving and uttering from the heart words of falsehood.


And when we go to Isaiah 53 that is precisely what Jesus did,some and deliver his people.

Isa 53:5 But he was wounded for our transgressions, he was bruised for our iniquities: the chastisement of our peace was upon him; and with his stripes we are healed.
Isa 53:6 All we like sheep have gone astray; we have turned everyone to his own way; and the LORD has laid on him the iniquity of us all.

Isa 53:8 He was taken from prison and from judgment: and who shall declare his generation? for he was cut off out of the land of the living: for the transgression of my people was he stricken.



The Deliverer came to Zion 2000 years ago, was rejected in large part and so the Gospel ended up being preached to the gentiles also.


Mat 22:8 Then said he to his servants, The wedding is ready, but they who were bidden were not worthy.
Mat 22:9 Go you therefore into the highways, and as many as you shall find, bid to the marriage.

Act 18:6 And when they opposed themselves, and blasphemed, he shook his clothes, and said unto them, Your blood be upon your own heads; I am clean: from henceforth I will go unto the Gentiles.
