I'll give my take on the above. Jesus is teaching us that to have to swear to show you are telling the truth is not the ideal state of affairs.It may have been acceptable while under the Mosaic law, in the same way as divorce was, although Jesus says that in the beginning it was not so. In the New Covenant we are called to a higher standard, where a man's word can be trusted without him having to resort to swearing. Like he said;

Mat 5:37 But let your communication be, Yea, yea; Nay, nay: for whatsoever is more than these comes from evil.

No, here currently I am inclined to follow Jesus words, I see Jesus here knowing our frailities and knowing that our mouths pass checks our bodies cannot cash so to speak, and also Jesus is Glorifying the Father and His Holiness having us think twice before we swear by Him or even His earth or even our own bodies which He Himself made.

Jepthah made a vow to God and it cost him his daughter.

Jdg 11:30 And Jephthah vowed a vow unto the LORD, and said, If thou shalt without fail deliver the children of Ammon into mine hands,
Jdg 11:31 Then it shall be, that whatsoever cometh forth of the doors of my house to meet me, when I return in peace from the children of Ammon, shall surely be the LORD'S, and I will offer it up for a burnt offering.
Jdg 11:35 And it came to pass, when he saw her, that he rent his clothes, and said, Alas, my daughter! thou hast brought me very low, and thou art one of them that trouble me: for I have opened my mouth unto the LORD, and I cannot go back.



Ecc 5:4 When thou vowest a vow unto God, defer not to pay it; for [he hath] no pleasure in fools: pay that which thou hast vowed.
Ecc 5:5 Better [is it] that thou shouldest not vow, than that thou shouldest vow and not pay.

Zec 5:4 I will bring it forth, saith the LORD of hosts, and it shall enter into the house of the thief, and into the house of him that sweareth falsely by my name: and it shall remain in the midst of his house, and shall consume it with the timber thereof and the stones thereof.

I personally see it as Jesus trying to keep us from evil, trying to stop us from sinning before we do.
